Know what the cost means.
Before choosing the tooling.
Rehearse the handoffs between service owners, platform teams and finance. Change an assumption and see what can be explained—and what still needs evidence.
Fictional examples · USD amounts, rates, dates and identities are invented. Three separate ledgers; never sum them together. No client assessment, savings forecast or approved chargeback.
Selections stay in this tab only. Export explicitly; refresh or close resets them. No notes or real-data entry.
FIN-2 + FIN-3 · historical attribution
A deleted resource still leaves a bill.
- 14 September · runsjob-007 · 10:00–10:30 UTC
- 14 September · deleted10:35 UTC · inventory later empty
- 3 October · bill arrivesBILL-EPH-01 · $120
Selected assumption:
Fictional identity: acct-synthetic / region-demo / job-007. The $90 estimate remains a comparison record. The $120 invoice is the analytical amount for this case; the $30 variance needs explanation. Never add estimate and actual to create $210.

Proposed roles: platform and service stewards resolve lineage; finance reviews the bill and close policy. Billed and effective cost are distinct views; neither is a second charge to add. This example does not reconcile a complete invoice or commitments.
FIN-5 · Service-AIOps measurement planning
Count useful outcomes, not just tokens.
- 100 requested tasks120 attempts, including retries
- Scoped expenseTechnology + human review
- Accepted outcomesFictional human-declared count
·
Moving the accepted-task slider changes a fictional denominator; all attempted work and expense remain. It does not measure productivity or promise savings. Unknown review cost makes the total incomplete, not cheaper.
Invented cost inputs · all 120 attempts included
| Component | USD | Invented basis |
|---|---|---|
| Fresh input | $1.20 | 600,000 × $2 / million |
| Cache writes | $0.30 | 100,000 × $3 / million; separate from fresh input |
| Cache reads | $0.20 | 400,000 × $0.50 / million |
| Output including reasoning | $1.60 | 200,000 × $8 / million; reasoning counted once |
| Tool operations | $2.00 | 200 × $0.01 |
| Embeddings | $0.10 | 100,000 × $1 / million |
| Vector service | $3.00 | One distinct service allocation |
| Network | $0.20 | 2 GB × $0.10 |
| Logging / orchestration | $1.40 | One distinct service allocation |
| Retrieval capacity | $6.00 | 4 hours × $1.50; includes $3 idle, not additional |
Retrieval capacity is separate from model inference, vector service and orchestration. Its $3 idle share is already inside $6. Reasoning is included once in output. No tax, credits, licenses or support assumed for this exercise only. These invented rates are not provider prices or government entitlements.

Mission owner defines acceptance. Platform steward maps raw counters and billed records. Finance confirms cost scope and allocations. Charlie facilitates the evidence review. Actual owners, budgets, contracts, model availability and authorization remain unestablished.
Bring the process back to Foundations.
AR-031 → FIN-1/2; AR-032 → FIN-3/4; AR-035 and AR-042 → FIN-2/5. These existing positions supply context to review, not automatic cost evidence or a new assessment score.
Enterprise Architecture & Operations develops draft tagging/identifier conventions, historical lineage, finance handoffs and exceptions. Service-AIOps adds a scoped task rubric and cost/outcome measurement plan. FinOps stays a cross-cutting extension, not a sixth offering.
